The Connection process is the series of steps a customer (generator, industrial load or distribution facility owner (DFO)) follows to connect to Alberta’s transmission system. The process involves the customer, the Alberta Electric System Operator (AESO), the Alberta Utilities Commission (AUC) and the incumbent transmission facility owner (TFO):
- Manages project progress through the process
- Applies for access to the transmission system
- Authorizes the project
- Completes connection studies and Connection Proposal in conjunction with the TFO or an independent consultant
- Funds the project
Alberta Electric System Operator
- Endorses and files the need for transmission facilities
- Leads the connection process to ensure that all customers are provided with open and fair access to the transmission system
- Informs landowners and stakeholders of the need for transmission facilities
- Administers access to the transmission system
- Manages the Connection Queue
- Provides governance through rules, regulations, policies, standards and guidelines
Alberta Utilities Commission
- Manages the public interest
- Approves Need and Facilities Applications
- Provides governance through legislation and regulations
- Owns the transmission facilities
- Consults landowners and stakeholders on the new transmission facilities and the need for the new facilities (if requested by the AESO)
- Builds new transmission facilities
- Operates the transmission facilities
- Manages connection projects including project management and financial requirements including all necessary contracts/agreements
- Completes connection studies and Connection Proposal (on behalf of the Customer, if requested)
All Load Customers (All Load Sizes) and Generation Customers (Less than 10 MW)
Customers inquiring about connecting to the grid for electricity to power their operations should follow these steps.
- Contact the distribution facility owner.
- The distribution facility owner will determine whether the regional distribution system can support the expected load or generation.
- If the distribution system is not capable of supporting the load or generation, the distribution facility owner will apply to the AESO on behalf of the load customer and will follow the AESO's Connection Process.
- The distribution facility owner will be responsible for completing the connection studies and connection proposal.
- If the customer chooses to proceed with the connection, the distribution facility owner will contact AltaLink on behalf of the customer to arrange for construction. The customer will be required to contract for cancellation costs with the distribution facility owner.
- The distribution facility owner may grant the load customer a Section 101 waiver which allows the load customer to apply for connection directly to the AESO and to contract for facility construction directly with AltaLink.
Section 101 Waiver Load Customers or Generation Customers (10 MW or greater)
Customers inquiring about connecting their 10 MW or greater generation project to the transmission system or, Customers who have been granted a Section 101 waiver by the distribution facility owner should follow these steps.
- Customers will apply to the AESO and will follow the AESO's Connection Process.
- The Customer will be responsible for completing the connection studies and Connection Proposal in conjunction with the TFO or an independent consultant
- If the customer chooses to proceed with the connection, the AESO will contact AltaLink to proceed with the project.
- AltaLink will work with the customer to complete the project.
